The study was the 24th one on the same subject, and the results were SO EVIDENT that experts thought it could be the end of water fluoridation. The fluoride levels in the children's blood were so high, if the study had reached the nightly news, America would be up in arms, demanding action.

Getting paranoid yet? Or what if the word paranoia itself needs to be redefined? House GOP freshmen look for promotions in 113th Congress

With just two years in Congress under their belts, members of the House GOP's vaunted freshman class are looking for promotions into the party leadership come January.

At least three Republicans elected in 2010 are vying for leadership posts, lawmakers and aides say: Reps. Martha Roby (Ala.), James Lankford (Okla.) and Jeff Denham (Calif.). House Republicans vote by secret ballot after the national elections in November.

Roby, who at 36 is one of the youngest members of Congress, is running against Rep. Lynn Jenkins (Kan.) for the vice chairmanship of the conference, the fifth-ranking leadership position. Having solidified a once-Democratic district in Alabama, Roby has emerged as a favorite of the current leadership team and frequently appears at its weekly press conferences.

She is also stumping for Mitt Romney?s campaign as a surrogate in battleground states, targeting young voters and women. Like other freshmen, Roby has started a leadership PAC to raise and distribute money to fellow Republicans.

?It?s an honor to be encouraged by my colleagues to pursue a leadership role, and the response has been heartening,? Roby said. ?But right now we?re all focused on November, doing our part to elect more Republicans to Congress and send Mitt Romney to the White House. I was proud to be asked to represent the Romney-Ryan campaign in swing states this fall, and I told them I would go wherever they needed me.?

Jenkins spokeswoman Annie Dwyer said the second-term Kansan is citing her experience as a former CPA and state treasurer in seeking support from colleagues. ?She is getting very enthusiastic support from a wide array of members,? Dwyer said, ?but at this point she?s focusing on November, making sure she returns and assisting members and candidates across the nation to ensure a strong Republican majority.?

Dwyer said current House GOP conference chairman Jeb Hensarling (Texas) and the chairman of the Ways and Means Committee, Rep. Dave Camp (Mich.), are among top Republicans backing Jenkins.

Roby and Jenkins are bidding to succeed Rep. Cathy McMorris Rodgers (Wash.), who is running for conference chairman against Rep. Tom Price (Ga.), head of the Republican Policy Committee.

Lankford, whose office declined comment, has no declared challenger in his race to take over the policy committee from Price. Lankford has managed to become one of the most media-friendly members of the freshman class, but unlike Reps. Joe Walsh (R-Ill.) or Allen West (R-Fla.), he has avoided the kinds of harsh denunciations and controversial statements that have drawn negative attention and eye rolls from party leaders.

For freshmen, making a leadership bid can be a double-edged sword. While they can boast to constituents back home of having more clout in the Capitol, it can undermine the outsider image that many of them cultivated in their initial bids for Congress.

That challenge is most clearly evident in the experience of Rep. Tim Scott (R-S.C.), one of two freshmen who serve in leadership as liaisons to the 87-member class of 2010.

A staunch conservative, Scott has occasionally sided with his colleagues in the South Carolina delegation and opposed legislation backed by the GOP leadership ? most notably during the debt ceiling debate in 2011, when he voted no on the Budget Control Act.

?He feels like he?s sticking to his principles,? a source close to Scott said about his voting record. ?You can be in a role and still vote how you vote and do what you do without sacrificing your principles.?

?It makes things uncomfortable every once in a while,? the source acknowledged.

As for 2013, Scott?s place in leadership is up in the air. ?I think he?d love to stay in leadership in one way, shape or form,? said the source close to him. ?It?s about finding the right spot.?

The other freshman leadership liaison, Rep. Kristi Noem (S.D.), has not declared whether she is seeking a post in the next Congress. Her spokeswoman did not return a request for comment.

Denham is battling Reps. Virginia Foxx (N.C.) and Gregg Harper (Miss.) for GOP conference secretary, the sixth-ranking leadership post. The secretary helps with messaging and legislation but has not played a highly-visible role in recent years. The current conference secretary, Rep. John Carter (Texas), rarely appears at the weekly press briefings that Speaker John Boehner (R-Ohio), Majority Leader Eric Cantor (R-Va.) and other party leaders hold on Capitol Hill.

Denham is in a more competitive re-election race than other Republicans vying for leadership posts, and his bid was likely not helped by a Buzzfeed article on Friday reporting that he had billed taxpayers more than $1,000 in hotel room expenses to appear on morning television shows. His spokeswoman did not return a request for comment on his leadership bid.

Obama Blocks Wind Farm Sale To Chinese: Security Or Politics?

Whether there was a national security risk posed by a pair of big-time Chinese executives owning a cluster of tiny wind farms under development near a Navy weapons training facility in northeastern Oregon is difficult to say ? but it probably wasn?t hard for the man seeking reelection to see the political risks.

President Obama on Friday moved to swiftly dispense with a case that mixed China, renewable energy, trade and defense into a giant, complex ball of trouble; he ordered Ralls Corporation, owned by the chief financial officer and the vice president at the large but not state-owned Chinese manufacturing conglomerate Sany Group, to divest itself of the wind power projects.

This is the first time a president has used his power in such a fashion since President George Bush ? the first one ? stopped the sale of Mamco Manufacturing to a Chinese agency in 1990.

In an executive order, Obama said ?there is credible evidence? that led him to believe that Ralls ?might take action that threatens to impair the national security of the United States,? but he gave no specifics.

The president stepped in after the Committee on Foreign Investment in the United States (CFIUS) had raised red flags about the Ralls purchase, this past spring, of the projects, which consisted then of everything that comes before wind turbines actually go up at a site: land rights, permits, easements, interconnection agreements, a power purchase agreement (with PacificCorp), etc.

CFIUS is a panel headed by Treasury Secretary Timothy Geithner and consisting of the heads of a range of federal departments, Homeland Security, Energy, Justice, State, Treasury and Defense among them. By statute [PDF], the panel can review foreign acquisitions of U.S.-based businesses to ensure the transactions pose no threat to national security.

The Oregon wind farms ? four of them, each with five 2-megawatt turbines, adding up to 40 MW of generating capacity ? had been under development in Morrow and Umatilla counties near the Naval Weapons Systems Training Facility Boardman, and one of them was in the facility?s restricted airspace, called R-5701, on its east side.

This region of Oregon and Washington state around the Columbia River, a couple of hours or so east of Portland by car, is thick with wind farms. In fact, the massive 845-MW Shepherds Flat wind farm that went into full operation just a week ago borders the Boardman Navy test area on the west side, with some of its 334 turbines running right up to the edge of the restricted air space, if not into it.

The Navy has acknowledged it does?unmanned aerial systems operations?training at Boardman, and a Navy letter [PDF] to the Oregon Public Utility Commission mentioned that R-5701 is the ?only restricted area in the Western U.S. in which EA-6.8 Prowler and EA-18G Growler fighter jets based at Naval Air Station (NAS) Whidbey Island (Wash.) can complete Low Level Tactical Training and Surface-to-Air Counter Tactics maneuvers.? The Navy said such maneuvers are conducted ?to within 200 feet above ground level.? Turbines towers are often 80 to 100 meters tall, with the spinning blade tips reaching much higher than that.

Court and Oregon documents [PDF] indicate Ralls worked with the Navy to move the site of one of the wind farms 1.5 miles ? from the middle of the Navy?s restricted airspace to inside the southern edge. According to the Navy, until 2009 it had been able to count on the Federal Aviation Administration to keep wind farm developers out of its hair. However, ?(s)tarting in 2009,? the Navy said, ?the FAA determined the issuance of a Notice of Presumed Hazard for proposed construction within a restricted area was not appropriate and started issuing a Determination of No Hazard for proposed construction within R-5701.?

The Navy, with little leverage to force the wind farm completely out of its space, supported this move in a letter to Oregon regulators. Nonetheless, CFIUS ordered a halt to work on the projects, called High Plateau, Mule Hollow and Pine City, in addition to Lower Ridge, the one that Ralls had shifted to try to satisfy the Navy. (Together Ralls has referred to the wind farms as the Butter Creek projects, which aren?t to be confused with Butter Creek Power, a separate 4.95-megawatt Oregon wind farm that began operation in 2009.)

Oil prices march upward for second day

BANGKOK (AP) ? Hopes that the global economy might see some improvement after Spain announced far-reaching steps to fix its ailing economy helped keep oil prices on the upswing for a second day.

Benchmark oil for November delivery was up 61 cents to $92.46 per barrel at late afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose $1.87 to finish at $91.85 per barrel on the Nymex on Thursday.

Brent crude gained $1.28 to $113.29 on the ICE Futures Exchange in London.

"Risk appetite improved yesterday on the Spanish budget," analysts at Credit Agricole CIB in Hong Kong said in a market commentary. "With the Spanish budget paving the way for an official bailout request ... renewed concern about the Eurozone crisis has eased."

After three straight days of declines, oil posted gains in Asia on Thursday, helped by expectations the People's Bank of China will soon take more steps to stimulate the world's No. 2 economy. Spain later announced severe budget cuts intended to convince the world that it can meet deficit-reduction targets.

Still, oil analyst Stephen Schork said he expects "high volatility" as oil contracts for October expire.

In other Nymex trading:

? Heating oil rose 2.1 cents to $3.172 per gallon.

? Wholesale gasoline gained 1.2 cents to $3.156 per gallon.

? Natural gas rose 0.1 cent to $3.306 per 1,000 cubic feet.
